OPEN LETTER ADRESSED TO THE ''TROIKA'' by IOANNA STEFANAKI

''To anyone who has tried to work in Greece or has had to deal with the Greek administration the joint statements, notwithstanding how well drafted they might be, show ignorance. Ignorance, which cannot be justified/excused any more. To be honest I cannot believe that the IMF people have not realized the degree of inefficiency of the Greek public administration. It is hard to believe that the IMF has not realised that when it comes to public servants there are no dismissal procedures in place, or if there are in theory they are never used. Even public servants who undeniably get bribed cannot be sacked! Moreover their efficiency or inefficiency is not in anyway connected to their salary increases and their evolution in the hierarchy. Would your organization be able to operate under those circumstances? On top of that the legal framework regulating any activity - industry is unclear even to lawyers. This is due to the fact that a law regulating a specific issue can be modified by a sub paragraph of a law which supposedly regulates a completely different issue. Just ask how many amendments to the tax law, which was passed last April (Law 3842/2010) have been introduced to date.''
